Blucher was born in England and immigrated with is family in 1914. Blucher joined the OPP as part of the Motorcycle Division working in Napanee, Smith Falls, Port Hope, Colborne and Port Credit. Blucher belonged to many community organizations and once successfully argued to defend a man he had charged to the lesser fine of speeding so the man could save his job.
On September 30th, 1939, Blucher was on patrol when he was struck by a car on Queen Elizabeth Way and killed.
